Abstract: Excellence Through Collaboration: A Doctoral Preparation Planning Grant Proposal for D/HH Education.


Current data indicate a pending crucial shortage of faculty to engage in teacher preparation and conduct the research necessary to develop evidence-based practices because of the paucity of doctoral level graduates. A major barrier to preparing doctoral students is that few universities have the necessary number of research-active faculty to advise, mentor and direct more than one or two doctoral students. In addition the sparse numbers of doctoral students specializing in education of D/HH at any one university does not allow for the development of a community of learners with whom they can engage in debate on theory and practice. The development of a collaborative model can enhance both the quality and quantity of doctoral graduates. The specific objectives of this planning proposal are to: 1) develop a system to track numbers of doctoral students specializing in education of D/HH; 2) obtain up-to-date data on the quality, quantity and diversity of the candidate pool for current searches at universities and for other leadership positions in education of D/HH; 3) identify universities that have active doctoral programs, have faculty in the area of D/HH, and who are willing to participate in a collaborative endeavor and to develop a consortium model to increase the numbers and quality of doctoral students graduating over the next five years; 4) develop collaborative agreements among programs to prepare doctoral students, using as a starting point the National Center for Leadership in Visual Impairment (NCLVI) model; 5) identify colleges and universities that do not provide doctoral preparation in education of D/HH, but will be the consumers of doctoral graduates and who are interested in partnering with doctoral granting programs; 6) develop informal or formal collaborative agreements between programs to enhance teaching, research and service opportunities for doctoral students; and 7) identify a Leadership Advisory Council consisting of representatives of leading service providers, agencies, consumers and parents and determine the role of such a group.

Dr. Shirin Antia from the University of Arizona and Dr. Harold Johnson from Michigan State University will be co-principal investigators on this planning grant. Dr. Kathleen Huebner who is the PI for the National Center for Leadership in Visually Impaired will be a consultant to the project. These three individuals collectively bring complementary and extensive experiences in grant management, developing collaborative agreements, research, and preparation of doctoral students.
