A) Criteria for Selection
The Public Advisory Council will include representation of the following criteria for the purpose of serving as public (non-university) advisors to the Doctoral Leadership Program. These members should represent diverse (cultural, physical, and philosophical) perspectives and interests with the goal of preparing quality leaders in Deaf Education for research, teacher preparation and policy/advocacy. Specifically, these groups should
  • direct relation to the preparation of leaders in the field of Deaf Education/Special Education;
  • Direct relation to the education of students who are deaf or hard of hearing;
  • represent the interests of students who are deaf or hard of hearing at the national, state and local levels;
  • represent diverse philosophies and communication and placement options in the education of students who are deaf or hard of hearing;
  • represent diverse cultures of students who are deaf or hard of hearing;
  • represent organizations of which the potential for externships exists

B) Number of Members
In order to have diverse representation on the Public Advisory Council, yet maintain a manageable number of members, it is recommended that there be 8-12 representatives (This is an ideal number, but it may be more if we want one person per representative group, i.e., not one person who represents more than one organization or interest.)

C) Goals
In anticipation of the Doctoral Leadership Program, the following are submitted as goals for the Public Advisory Council
  • To advise the Program on issues, trends, problems to be addressed in the preparation of future leaders in the field;
  • To offer externships where appropriate to Program students;
  • To keep the program abreast on new policies, areas of needs, and concerns that affect the education of students who are deaf or hard of hearing;
  • To be sure that the Program is meeting/addressing the needs of the entire Deaf Education community in a non-biased manner;
  • To collaborate on the identification and submission of grant documents that extend and support the current effort;
  • To provide feedback and advice regarding changes to the project.

D) Suggested Representation
The following are suggestions for representation on the Public Advisory Council as defined by the above criteria.*

  2. AGBell: Alexander Graham Bell Association for the Deaf and Hard of Hearing
  3. ASCD: American Society for Deaf Children OR Hands and Voices
  4. CAEBER: Center for ASL/English Bilingual Education and Research
  5. CAID: Council of the American Instructors of the Deaf
  6. CEASD: Conference of Educational Administrators of Schools and Programs for the Deaf
  7. CEC: Council for Exceptional Children
  8. CED: Council on Education of the Deaf
  9. HESCSE: Higher Education Consortium for Special Education
  10. NAD: National Association of the Deaf
  11. NASDE: National Association of State Directors of Special Education
  12. NCHAM: National Center for Assessment and Hearing Management
  13. NCLID: National Institute on Deafness and Other Communication Disorders
  14. NCDPC: National Coalition of Deaf People of Color
  15. SHHH: Self Help for the Hard of Hearing

*NOTE: The above group represents a collection of associations and organizations that meet at least once the interests outlined in the chart given at the February meeting. If we agree to cut the list to 8-12, the list below is suggested as a point of discussion:
